The focus is on the terms that bring local enquiries rather than tracking as many as possible. A small local business is usually well served by a couple of dozen genuinely relevant terms.

Is this the same as an SEO agency?

No. NegoTrack tells you what is happening and what to prioritise. It does not do the work for you, and it will not pretend a monitoring tool replaces someone writing pages and earning links.
